Description:   Opened: 2004-05-08 21:24 
The background texture should be visible by default this adds additional
clarity
to the windowing environment.  This is especially helpful when all the
documents
have been minimized or closed.  I realize that it may take longer to do screen
redraws with this feature enabled.  However, 286 users should be expected to
turn this off since the vast majority of users would benefit from this being
the
default behavior.

This is not a bug.  If you like the texture background on, then TURN IT ON.
